In 1961, Spencer-Roberts & Associates was a pioneer in campaign consulting.  Starting with California candidates from local government to the state level, Stuart K. Spencer and Bill Roberts developed the art of polling data, television and print media commercials, and grassroots voter development.  The legacy of both men is voter targeting.  A technique widely used by campaign consultants today.
